近年来，掠夺性期刊（Predatory Journals）已经成为科研出版中一个越来越值得警惕的问题。对于科研人员来说，真正危险的并不只是“花钱发表论文”，而是一些期刊可能通过虚假影响因子、伪造数据库收录信息、模糊同行评审流程、冒用知名期刊名称等方式吸引作者投稿。一旦论文发表，作者不仅可能损失版面费，还可能面临论文无法被正规数据库收录、科研评价受到影响甚至后续撤稿等问题。
不过，科研人员在搜索“掠夺性期刊名单2026”时，需要先理解一个非常重要的事实：目前没有一个由全球主要学术出版组织共同维护、可以作为绝对裁决依据的掠夺性期刊官方黑名单。
过去最有影响力的名单之一是美国图书馆员 Jeffrey Beall 创建的 Beall’s List。Beall’s List 最初主要关注潜在掠夺性开放获取出版商及期刊，后来成为全球科研人员识别可疑出版行为的重要参考。现有的 Beall’s List 归档仍然保留了大量历史记录，并在2026年继续提供检索和核查工具，但其自身也特别强调：被列入名单并不意味着该期刊今天仍然保持相同的出版行为。
因此，本文AJE整理的名单更适合作为一份投稿前风险筛查名单，而不是简单的“论文不能投名单”。
2026年掠夺性期刊名单怎么看
目前网上流传的所谓“2026年掠夺性期刊名单”，很多实际上只是对早期 Beall’s List 的重新整理，有些甚至直接把多年以前的名单复制过来，却没有检查期刊当前的出版状态。这种做法存在明显问题。
一个期刊可能经历出版社更换、编辑团队调整、数据库重新收录、期刊停刊或者网站域名变化。反过来，一个过去没有问题的期刊，也可能在之后出现同行评审、收费透明度或编辑伦理方面的问题。因此，“是否在名单中”只能作为第一步，而不能成为最终判断。
目前较值得参考的几个渠道包括 Beall’s List 归档、DOAJ、Scopus、Web of Science 以及 Think. Check. Submit.。
其中，Scopus会持续对收录期刊进行重新评估。如果发现异常的出版活动或其他问题，期刊可能进入重新评估流程；对于最终被停止继续收录的期刊，Scopus会将其列入 discontinued sources，并且相关来源列表每月更新。需要注意的是，Scopus停止收录并不等于该期刊被正式认定为“掠夺性期刊”，两者不能直接画等号。
DOAJ同样不是“掠夺性期刊黑名单”，但它提供了一套非常有价值的反向判断标准。DOAJ要求期刊公开编辑委员会、同行评审流程、版权与许可、收费政策、ISSN等信息，并会针对编辑委员会、同行评审、期刊管理和出版伦理等问题开展完整审核。对于不再符合要求的期刊，DOAJ也会将其撤出目录。
因此，与其寻找一份永远不会变化的“黑名单”，不如把下面的名单理解为：2026年科研人员投稿时值得重点核查的期刊。
2026年值得重点核查的期刊名单
以下期刊主要来自 Beall’s List 及其后续归档中的潜在掠夺性期刊记录。需要特别说明的是，这里的“名单”是风险筛查用途，并不意味着下列每一本期刊在2026年都已经被某个国际数据库正式认定为掠夺性期刊。

特别提醒：以上名单不能理解为“2026年已经被全球权威机构认定的掠夺性期刊名单”。其中相当一部分记录源自历史 Beall’s List，部分期刊后来可能发生了出版社、编辑团队、数据库收录或出版政策变化。因此，投稿前必须进行二次核查。Beall’s List 当前的独立归档页面本身也明确指出，历史记录不能自动代表期刊当前的出版实践。
为什么不能只看掠夺性期刊名单
很多科研人员在投稿前会问：“这个期刊是不是在黑名单里？”这个问题其实还不够准确。更合理的问题应该是：“这个期刊目前是否表现出明显的掠夺性出版特征？”
这是因为掠夺性出版本身并不是一个能够通过单一指标判断的概念。一个期刊收取 APC，并不能证明它是掠夺性期刊；一个期刊没有 APC，也不能证明它一定正规。即使期刊被 Scopus 或 Web of Science 收录，也不能简单理解为永远安全。
目前更加可靠的方法，是同时检查期刊的多个维度。
投稿前重点检查这几个问题
首先要确认期刊身份是否真实。
科研人员应该核对期刊名称、ISSN、官方网站和出版社信息。有些可疑期刊会使用与知名期刊非常相似的名称，甚至复制正规期刊的网站设计。如果期刊名称非常熟悉，却无法通过 ISSN Portal、Scopus、Web of Science 等官方渠道确认，就应该提高警惕。
其次要检查同行评审是否真实存在。
正规期刊通常会清楚说明采用何种同行评审模式，由谁负责评审，以及编辑如何根据审稿意见作出决定。Think. Check. Submit.特别提醒作者关注期刊是否明确说明同行评审流程，以及是否存在“保证录用”“几天内接受”等明显不合理的承诺。
第三，要核查编辑委员会。
不要只看网站上是否存在一长串编辑姓名，更重要的是核查这些专家是否真的在该期刊任职。可以随机抽取几名编辑，到其所在大学、研究机构或个人主页进行交叉验证。如果编辑名单中的专家根本不知道自己被列为编辑，这是非常值得警惕的信号。
第四，要检查数据库收录信息。
这是当前最容易被利用的一个环节。
一些期刊网站会展示大量数据库 Logo，例如 Scopus、Web of Science、PubMed、DOAJ、Google Scholar 等，但“网站上写着被收录”和“数据库官方记录中确实存在”是两回事。
Scopus目前会持续进行期刊重新评估，并且明确提供 Source Title List 和 discontinued sources 信息。相关数据会定期更新，因此科研人员应该直接通过 Scopus 官方来源查询，而不是相信期刊网站自己的宣传。
Web of Science则可以通过 Master Journal List 查询期刊是否属于相关数据库，目前 Clarivate仍持续更新其期刊集合列表。
第五，要检查收费政策是否透明。
正规开放获取期刊可以收取 APC，这本身完全不是问题。真正需要警惕的是收费信息不透明，例如投稿时不说明费用，录用之后突然要求支付高额费用；或者网站同时出现多个互相矛盾的 APC 标准。
还要注意 withdrawal fee、submission fee、publication fee 等不同费用。正规期刊通常应该在作者指南中清楚说明收费规则。
DOAJ可以帮助判断一个开放获取期刊是否规范
对于开放获取期刊，DOAJ是一个非常值得使用的辅助工具。
DOAJ要求期刊公开包括开放获取政策、研究范围、编辑委员会、作者指南、同行评审流程、版权、许可、作者收费和 ISSN 等信息。其审核还会关注编辑委员会构成、同行评审质量以及期刊管理和出版伦理等问题。
值得注意的是，没有被 DOAJ 收录，并不能证明一个期刊就是掠夺性期刊。
很多正规期刊并不属于开放获取期刊，因此本来就不会进入 DOAJ。相反，被 DOAJ 收录也不应该被理解为对期刊未来所有出版行为的永久担保。
DOAJ目前还会对已经收录的期刊进行重新评估。如果期刊不再符合标准或者出现出版实践方面的问题，DOAJ可以将其撤出目录。
Scopus被停收的期刊也不要直接等同于掠夺性期刊
这是科研人员非常容易混淆的一点。
Scopus有自己的内容选择和重新评估机制。期刊如果出现异常出版模式、引用行为异常或其他问题，可能被提交重新评估。重新评估之后，Scopus可能继续收录，也可能停止继续收录。
因此：
Scopus收录 ≠ 永远正规
Scopus停收 ≠ 已被正式认定为掠夺性期刊
Scopus官方也明确说明，在期刊被停止继续收录后，已经进入数据库的内容通常仍然作为科学记录保留；只有在特殊情况下，例如存在被证实的严重不道德出版行为，才可能进一步处理已经收录的内容。
这也是为什么科研人员在判断期刊时，不应该只截取一个数据库的结果作为最终结论。
2026年投稿前最稳妥的核查流程
如果你已经收到某个陌生期刊的投稿邀请，可以按照下面的顺序进行检查。
第一步，搜索期刊名称。
先在 Beall’s List 等风险名单中搜索期刊名称。如果出现记录，不要马上得出结论，而是进入下一步。
第二步，确认 ISSN。
核对期刊网站、ISSN Portal以及数据库中的 ISSN 是否一致。尤其要注意 Print ISSN 和 Electronic ISSN 的区别。
第三步，检查出版社。
如果期刊属于某个出版社，再搜索出版社本身。因为一些可疑出版集团拥有几十甚至上百本期刊，只检查某一个期刊可能无法发现其背后的出版模式。
第四步，检查数据库。
直接进入 Scopus、Web of Science、PubMed、DOAJ等数据库进行查询，不要相信期刊网站自己展示的 Logo。
第五步，检查编辑委员会。
随机验证几名编辑的真实身份、机构和任职关系。
第六步，检查最近发表的论文。
这是很多人容易忽视的一步。不要只看期刊首页的“Impact Factor”或者“Indexed by Scopus”等宣传信息，真正打开最近发表的论文，看论文质量、研究范围、参考文献、审稿和接收时间是否正常。
第七步，再决定是否投稿。
如果多个环节同时出现问题，例如虚假数据库收录、编辑身份无法确认、同行评审时间异常、收费不透明、网站模仿知名期刊等，那么即使期刊没有出现在任何所谓“黑名单”中，也应该谨慎投稿。
真正需要警惕的不是“开放获取”
很多科研人员看到期刊收取 APC，就会下意识认为它是掠夺性期刊。
这是一个非常常见的误区。
开放获取本身并不是掠夺性出版的同义词。大量正规期刊同样采用 APC 模式，而且开放获取已经成为现代学术出版体系的重要组成部分。
真正值得关注的是期刊是否通过欺骗、误导或者缺乏真实学术服务的方式获取作者费用。
例如：
- 虚假宣传数据库收录；
- 伪造影响因子；
- 冒用知名期刊名称；
- 未经同意把专家列入编辑委员会；
- 承诺极短时间内录用；
- 同行评审流程不透明；
- 收费标准隐藏或频繁变化；
- 网站大量存在拼写、格式和学术信息错误；
- 期刊研究范围异常宽泛；
- 大量文章质量明显低于正常学术期刊水平；
- 出版商身份和办公地址难以核实。
这些信号如果同时出现，比单纯“收取 APC”更值得警惕。
一份名单只能帮你排雷，不能替你做决定
2026年的学术出版环境已经越来越复杂，掠夺性出版也在不断变化。过去依赖一份固定黑名单就能完成期刊筛选的方法，现在已经越来越不可靠。
Beall’s List仍然具有很高的历史参考价值，但即使是目前能够检索的归档版本，也明确提醒研究人员：名单中的记录需要结合当前证据进行验证。
与此同时，DOAJ、Scopus、Web of Science以及 Think. Check. Submit. 所提供的数据库记录、审核机制和检查标准，可以帮助科研人员从不同角度判断期刊是否值得信任。
所以，与其问“这个期刊是不是掠夺性期刊”，不如养成一个更加专业的习惯：
先查名单，再查数据库；先查出版社，再查编辑；最后检查论文和同行评审。
对于准备投稿、申请职称、毕业或者申报基金的科研人员来说，这几分钟的核查，很可能比发表之后再处理问题要划算得多。

Beall’s List
用于查看历史及当前维护的潜在掠夺性出版商和独立期刊记录。需要注意其“风险筛查”属性，而不能将其作为最终裁决。
DOAJ
适用于开放获取期刊，可以查看期刊是否符合其开放获取、同行评审、编辑委员会、版权、收费和出版伦理等要求。
Scopus Sources
用于确认期刊是否被 Scopus 收录，以及检查已经 discontinued 的来源。Scopus官方说明其来源列表会持续更新。
Web of Science Master Journal List
用于核查期刊是否属于 Web of Science Core Collection 等数据库。Clarivate目前仍持续更新 Master Journal List。
最后说明
